On Tuesday, June 27, 2023, the North Orange County Community College District (NOCCCD) Board of Trustees met for a regularly scheduled meeting. The following are highlights from the meeting held at 5:30 p.m. in the Anaheim Campus First-floor Board Room.
REPORTS
The Chancellor, campus Presidents, Members of the Board, and constituents shared updates on activities and events throughout the District.
NOCE sponsored and participated with District staff in the 2nd Annual Orange County Pickleball Slam Tournament at the Tennis and Pickleball Club in Newport Beach on June 22, 2023. The tournament was hosted by Southern California's Council on Aging in support of the region's senior community.
Fullerton College held a Progress Pride Flag Raising Ceremony in the Quad on June 27, 2023 in support of the campus' LGBTQIA2S+ community and in celebration of Pride Month.
Current campus enrollment and retention efforts include the re-launch of NOCE's Kids' College in partnership with Centralia School District; All-Access Cypress Passport which provides Cypress College students with basic needs assistance in the form of daily food vouchers, flat fee book rates, free OCTA bus passes, and emergency housing vouchers; and opening of the Welcome Center at Fullerton College on July 3, 2023 to support students with fall registration and connect them to key resources on campus.
District Services welcomed Yasmine Andrawis, District Director, EEO & Compliance, to the Human Resources team.
A Peregrine falcon family nesting on the 10th floor of the Anaheim Campus hatched chicks on June 23, 2023. The District has a 24/7 livestream of the nest on its YouTube channel.
FINANCE & FACILITIES
Vice Chancellor, Finance and Facilities, Fred Williams and Executive Director, Fiscal Affairs, Kashu Vyas presented the Tentative Budget for Fiscal Year 2023-24 for all funds of the District. Presentation highlights included the Tentative Budget development process, Budget strengths, assumptions and provisions used for the tentative RAM, FTES trend, changes expected in the Proposed Budget, six-year forecast, and deficit reduction. Click here to view the presentation. Chancellor Byron D. Clift Breland commented that the Tentative Budget reflects commitment to fiscal responsibility, student success, and employee wellness. The Board of Trustees approved the Tentative Budget and set a public hearing for September 12, 2023 at the Anaheim Campus Board Room to provide the public with an opportunity to comment prior to the adoption of the Proposed Budget.
The Board of Trustees adopted the District's Five-Year Construction Plan (5YCP) and adopted Resolution No. 23/24-33. The District is submitting 14 projects in its 2025/26 5YCP using both local and state funding.
INSTRUCTIONAL RESOURCES
The Board of Trustees authorized the request for Fullerton College to enter into an agreement with the California Community Colleges Chancellor's Office to accept $300,000 to develop an innovative Diversity, Equity, Inclusion, and Accessibility (DEIA)-minded and culturally competent professional development training for faculty. Specifically, Fullerton College will implement the Course Redesign for Equity (CoRE) program and adapt the basic model by encouraging faculty to consider the student populations that program review data show to be most disproportionately impacted in their chosen class and strive to increase the assignment relevance for that student population especially. As a result of the Fullerton College CoRE program, 90 faculty will complete CoRE training by the end of Summer 2025 and will produce the six expected deliverables with outcomes assessed within the year following their training.
The Board of Trustees also authorized the request for NOCE to enter into an agreement with the State of California Health and Human Services Agency – Department of Rehabilitation to accept $870,000 to be used within three years of receipt of the funds. Through this grant, staff and resources will be combined to provide College to Career (C2C) program participants with a coordinated set of activities designed within an outcome-oriented process that promotes movement from college to employment. These activities include postsecondary education (credit/non-credit), adult services, independent living, community (college) participation/inclusion, and vocational services.
HUMAN RESOURCES
The Board of Trustees approved retirements and promotions. Congratulations to Fullerton College retirees Laboratory Technician/Ceramics Melanie Donegan and Facilities Assistant Guy Perez. Congratulations to Nicole Howard for being promoted to Fullerton College Administrative Assistant III and Rebeca Laveaga for being promoted to Cypress College Administrative Assistant III, ACT.
The Board of Trustees approved the salary adjustment for employee group (confidential, management, full-time faculty, classified, and executive officer) salary schedules for the 2023-24 fiscal year, which reflects an eight point two two percent (8.22% funded COLA) on-schedule increase, effective July 1, 2023.
