On Tuesday, September 26, 2023, the North Orange County Community College District (NOCCCD) Board of Trustees met for a regularly scheduled meeting. The following are highlights from the meeting held at 5:30 p.m. in the Anaheim Campus First-floor Board Room.
BOARD ACTIONS
The NOCCCD Board of Trustees acted on agenda items, including those highlighted below.
Finance & Facilities: The Board of Trustees authorized the request to enter into an agreement with Simpson & Simpson Management Consulting to provide construction management services for the Business Building 300 Modernization Project at Fullerton College. The contract covers the period from September 27, 2023, until projected close-out 24 months after initial construction start, at a total Not-to-Exceed fee of $986,483.
Finance & Facilities: The Board of Trustees authorized the request to enter into a travel arrangement with AIFS for the Cypress College and Fullerton College Summer 2024 Study Abroad CTE Pilot Program in Munich, Germany. The basic program fee of $2,795, which is to be paid by each student, includes housing, orientation, support staff, travel excursions, and some meals.
Human Resources: The Board of Trustees approved retirements and promotions. Congratulations to Fullerton College retiree Librarian Jane Ishibashi, effective December 31, 2023. Congratulations to Sara Camacho for being promoted to Fullerton College Tutorial Services Coordinator, effective October 1, 2023.
General: The Board of Trustees discussed options for alternative Board meeting sites and Board Room renovations. Vice Chancellor, Finance and Facilities, Fred Williams and PBK Architects presented the Board with two Board Room renovation options. The Board discussed the options with PBK Architects, including modifying the existing lighting, power, data, and A/V systems; addressing acoustical reverberation issues with the spaces that affect live and broadcast audience members; ADA compliance with seating and dais; replacing sound and audiovisual equipment; and considering potential seating for a NOCE Student Trustee. The Board formed a subcommittee, including Board President Ed Lopez, Board Secretary Jeffrey Brown, and Board Member Ryan Bent, to finalize Board Room recommendations by late October/early November 2023. Administrative Support Manager, Chancellor's Office, Alba Recinos presented the Board with alternative sites to house Board meetings during renovation construction. The Board directed staff to identify other educational entities or locations with Board meeting setups and capabilities.
REPORTS
The Chancellor, campus Presidents, Members of the Board, and constituents shared updates on activities and events throughout the District.
Chancellor Byron D. Clift Breland commented on the following events and activities:
Chancellor Breland introduced Regional Chair, Orange County Regional Consortium (OCRC), Dr. Alex Davis and Lightcast Senior Consultant Sterling Smith to present "The Economic Value of the North Orange County Community College District." The presentation highlighted how NOCCCD affects the local economy and compared the District's costs and benefits to determine its return on investment. Click here to view the presentation. Following the presentation, the Board of Trustees and presenters discussed calculations and results, whether there are additional benefits to earning multiple associate degrees, whether graduates remain in Orange County, how the information will be shared further, how new businesses are being attracted, and whether student job retention is being tracked.
Associate Vice Chancellor, Human Resources, Julie Kossick reported on the IT Job Family Study, negotiations with Adjunct Faculty United, reimbursement rate calculations for healthcare, and annual open enrollment for eligible employees.
NOCE President Valentina Purtell, Cypress College President JoAnna Schilling, and Fullerton College President Cynthia Olivo commented on the following events and activities:
District Management Association President Treisa Cassens promoted Coffee Talk on October 5, 2023 for managers to discuss hybrid and flexible scheduling. Fullerton College Academic Senate President Jeanette Rodriguez shared Senate updates, including information on accreditation and a resolution in support of continuing digital books and adopting lower cost textbooks. CSEA President Pamela Spence and Adjunct Faculty United Executive Director Dash Johnson commented on negotiations regarding the IT job family study, compensation for coaching assignments, and shared governance meetings and trainings, respectively. Johnson also expressed gratitude for adjunct faculty healthcare and shared upcoming advocacy efforts.
Fullerton College Student Trustee Chloe Serrano reported on Asian American and Native American Pacific Islander Serving Institution (AANAPISI) Week and the Cruising to College event on September 29, 2023.
Board of Trustees Member Ryan Bent shared his attendance at several Fullerton sporting events.
Board of Trustees Member Jacqueline Rodarte announced that the Fullerton Museum will have a special Leo Fender Gallery exhibit in celebration of its 30th anniversary from December 9, 2023 to March 17, 2024.
Board of Trustees Vice President Evangelina Rosales commented on her attendance at Fullerton College President Investiture events.
Board of Trustees Member Stephen Blount encouraged vaccinations in preparation for the winter season.
During Public Comments, the Fullerton College Women's Golf Coach Naveen Kanal invited all to attend the Women's golf match on October 16, 2023.
