On Tuesday, August 22, 2023, the North Orange County Community College District (NOCCCD) Board of Trustees met for a regularly scheduled meeting. The following are highlights from the meeting held at 5:30 p.m. in the Anaheim Campus First-floor Board Room.
BOARD ACTIONS
The NOCCCD Board of Trustees acted on agenda items, including those highlighted below.
Public Hearing: The Board of Trustees conducted a public hearing and adopted Resolution No. 23/24-04, authorizing the dedication of an Easement to Southern California Edison (SCE) to provide underground electrical supply systems for charging stations at Cypress College. With this approval, 60 additional electric vehicle charging stations will be installed at Cypress College. The Board of Trustees and Cypress College representatives discussed placement, costs and returns, as well as rules and regulations of the charging stations.
Instructional Resources: The Board of Trustees authorized the request for NOCE to enter into an agreement with the State of California Health and Human Services Agency – Department of Rehabilitation to accept $441,138 to be used within two years of receipt of the funds. The grant, titled Case Service Contract, is designed to provide NOCE students with a coordinated set of activities within an outcome-oriented process that promotes academic success for individuals with a disability transitioning from K-12 into post-secondary education and/or needing educational coaching support in their NOCE-inclusive classes.
Human Resources: The Board of Trustees approved retirements and promotions. Congratulations to Cypress College retiree Theatre Technician Steven Banneck, effective September 1, 2023; Fullerton College retiree Maintenance and Operations Manager Randy Harris, effective December 30, 2023; and District Services retiree Accounting Specialist Mirna Vargas, effective August 14, 2023. Congratulations to Daniel Gonzales for being promoted to Cypress College Groundskeeper, effective September 15, 2023; Celina Gutierrez for being promoted to Fullerton College Business Office Specialist, effective August 1, 2023; and Berta Luna for being promoted to NOCE Student Services Coordinator, effective September 1, 2023.
Human Resources: The Board of Trustees approved a salary adjustment for the United Faculty CTA/CCA/NEA Summer Intersession Salary Schedule, which reflects an eight point two two percent (8.22%) funded COLA, effective Winter 2023 and 2024.
Human Resources: The Board of Trustees approved the negotiated Agreement, inclusive of all terms and conditions specified in the written Agreement, between Adjunct Faculty United/AFT/AFL-CIO Local 6106 and the District, including the approval of Adjunct Faculty Salary Schedules (A, B and C), which reflects an eight point two two percent (8.22%) funded COLA, effective August 2023.
General: The Board of Trustees reviewed the proposed, new BP 3830, Flying of National, State, and Commemorative Flags. The public commented in support of and against the proposed BP 3830. Comments were also made regarding the development of new policies under the District's shared governance process according to the Decision-Making Manual. The Board of Trustees explained the process for Board Policy approval and shared governance participation in that process. The Board of Trustees determined to move the proposed BP 3830 to the District Consultation Council for input before returning the policy to a future NOCCCD Board of Trustees meeting.
REPORTS
The Chancellor, campus Presidents, Members of the Board, and constituents shared updates on activities and events throughout the District.
Chancellor Byron D. Clift Breland introduced Vice Chancellor, Educational Services and Technology, Cherry Li-Bugg and District Director, Enterprise IT Applications Support and Development, Geoff Hurst who presented a cybersecurity update to the NOCCCD Board of Trustees. The presentation responded to the ransomware attack NOCCCD experienced in early 2022 with the evaluation of measures to strengthen the District's information security. Presentation highlights included observations and findings following the attack, funding, NOCCCD's immediate response and Chancellor's Office support, completed and current initiatives, and IT resource optimization. Following the presentation, the NOCCCD Board of Trustees and District representatives discussed simulated phishing rate hits, ongoing training and consideration of training for students, cloud system(s) utilized by the District, air system backups, and the status of information security centralization efforts.
Chancellor Breland promoted upcoming events, including the Online Teaching and Learning Symposium on October 18, 2023 and the Vision 2030 – A Call to Action: Adult Education Summit on October 5 and 6, 2023.
Vice Chancellor, Finance and Facilities, Fred Williams reported that the 2023-24 Proposed Budget will be presented at the September 12, 2023 Board of Trustees Meeting and announced that the District received approval from the State Chancellor's Office and Department of Finance to proceed with the Fullerton College 300 Building renovation project. The Vice Chancellor announced that the Council on Budget and Facilities and District Consultation Council are seeking student representation.
NOCE President Valentina Purtell, Cypress College President JoAnna Schilling, and Fullerton College President Cynthia Olivo commented on the following events and activities:
District Management Association President Treisa Cassens and CSEA President Pamela Spence commented on the hybrid work schedule and thanked the NOCCCD Board of Trustees for its support. The CSEA President expressed concerns with the new IT Job Family Study MOU and asked the NOCCCD Board of Trustees to consider a stipend for those who worked on campus during Hurricane Hilary.
Fullerton College Student Trustee Chloe Serrano and Fullerton College Student Trustee Jesus Ramirez Jr. highlighted upcoming events, including the Fall Community Resource Fair on August 30-31, 2023 at Fullerton College and Associated Students onboarding on August 23, 2023, Club Rush on September 6, 2023, Associated Students Retreat on September 9, 2023, and Walk of Hope on September 27, 2023 at Cypress College.
Board Member Jacqueline Rodarte announced the next Retirement Board meeting scheduled for October 4, 2023 at 4 p.m.
Board President Ed Lopez adjourned the meeting in honor of Andrea Vazquez, a Fullerton College student who was tragically murdered on August 20, 2023.
