On Tuesday, September 12, 2023, the North Orange County Community College District (NOCCCD) Board of Trustees met for a regularly scheduled meeting. The following are highlights from the meeting held at 5:30 p.m. in the Anaheim Campus First-floor Board Room.
BOARD ACTIONS
The NOCCCD Board of Trustees acted on agenda items, including those highlighted below.
Public Hearing: The Board of Trustees conducted a public hearing and adopted the 2023-24 Proposed Budget of $948,975,940 for all funds with a General Fund Budget, including contingencies, totaling $557,001,327 and associated funds as summarized in the Proposed Budget Book. The Board also approved the Gann Appropriation Limit, which is $246,442,868, and adopted a resolution to certify the approval of entering into agreements and any amendments with the California Department of Education. Presentation highlights include Community College System budget, overall budget, Resource Allocation Model (RAM), ending balances (carryover), FTES trends, structural deficit, six-year forecasts, and addressing the deficit.
Finance & Facilities: The Board of Trustees authorized the request to approve an amendment to the existing agreement with Motimatic for Fullerton College's Fall 2023 Enrollment Campaign from July 12, 2023 through September 30, 2023 with an increase of $122,000. This amendment comes with the success of the campaign. Initially anticipated to re-enroll approximately 400 "stopped-out" students, the campaign re-enrolled approximately 700 "stopped-out" students at Fullerton College before the fall semester commenced on August 21, 2023. Motimatic projects the campaign will re-enroll up to 800 "stopped-out" students through the census date if continued.
Human Resources: The Board of Trustees approved retirements and promotions. Congratulations to Cypress College retiree Psychiatric Technology Instructor Anthony Brown, effective December 15, 2023; and Cypress College retiree Facilities Custodian I Raymond Collins, effective December 31, 2023. Congratulations to Federico Duran for being promoted to Cypress College Irrigation Specialist, effective September 15, 2023.
REPORTS
The Chancellor, campus Presidents, Members of the Board, and constituents shared updates on activities and events throughout the District.

Vice Chancellor, Educational Services and Technology, Dr. Cherry Li-Bugg shared a District-wide enrollment update:
Board of Trustees Member Ryan Bent inquired about enrollment at other community college districts, as well as at the CSUs and UCs. The Vice Chancellor responded that others are experiencing similar enrollment declines. Chancellor Byron D. Clift Breland commented that enrollment management is a dynamic and complex process and that NOCCCD is working to close gaps and continue its steady progress to increase enrollment.
NOCE President Valentina Purtell, Cypress College President JoAnna Schilling, and Fullerton College President Cynthia Olivo commented on the following events and activities:
Cypress College Academic Senate President Kathleen McAlister and Fullerton College Academic Senate President Jeanette Rodriguez expressed concerns regarding the proposed four-week fully online winter intersession. CSEA President Pamela Spence commented on negotiations pertaining to the IT job family study. Adjunct Faculty United Executive Director Dash Johnson expressed gratitude for member healthcare access and concern for member compensation related to coaching and shared governance committee assignments.
Fullerton College Student Trustee Chloe Serrano and Cypress College Student Trustee Jesus Ramirez Jr. highlighted activities and events, including special elections in early October, student leadership conference, new art gallery opening, and Ethnic Studies open house.
NOCCCD Board of Trustees Members Ryan Bent, Barbara Dunsheath, and Stephen Blount and Vice President Evangelina Rosales shared their experiences attending Fullerton College's first home game at Sherbeck Field on September 2, 2023. Dr. Dunsheath also promoted a CCC Women's Caucus panel discussion from 12-1 p.m. on October 19, 2023.
During Public Comments, Fullerton College Women's Golf Coach Naveen Kanal announced a home tournament from 11 a.m. – 5 p.m. on October 16, 2023.
