On Tuesday, October 10, 2023, the North Orange County Community College District (NOCCCD) Board of Trustees met for a regularly scheduled meeting. The following are highlights from the meeting held at 5:30 p.m. in the Anaheim Campus First-floor Board Room.
BOARD ACTIONS
The NOCCCD Board of Trustees acted on agenda items, including those highlighted below.
Finance & Facilities: The Board of Trustees authorized the request to enter into a Geotechnical Services agreement with RMA Group in the amount not to exceed $359,155, inclusive of reimbursable/add service allowance, for the Fine Arts Renovation Project at Cypress College. This is a new agreement for Geotechnical Testing and Inspection consulting services for the construction phase of the Fine Arts Renovation project. These services are mandated by the California Administrative Code (Title 24, Part 1). The material testing and special inspections will be performed by RMA Group as the Geotechnical Engineer of Record ("GEOR"). Their responsibilities include continuous and periodic inspection and testing of ground improvements, such as soil compaction, pile driving, caissons, and slab-on-grade inspections across various stages of construction.
Finance & Facilities: The Board of Trustees authorized the request to enter into an Architectural Services Agreement with SGH Architects in the amount not to exceed $326,947, inclusive of reimbursable/add service allowance, for the Softball Field Renovation Project at Cypress College. This is a new agreement for architectural and engineering services for the Cypress College Softball Renovation project. The overall budget allocated for the project amounts to $4 million and SGH Architects was recommended to perform the following upgrades: enhancements to field amenities, comprising of new bleachers, backstops, and a press box; new team locker room and restroom facilities; and necessary ADA path of travel upgrades. The contract duration for the project is October 11, 2023 through DSA Certification and project close-out.
Instructional Resources: The Board of Trustees received as information the Cypress College draft 2024 Institutional Self-Evaluation Report (ISER) in support of reaffirmation of accreditation. Cypress College President JoAnna Schilling introduced Jill Bauer, Accreditation Faculty Chair, and Bryan Ventura, Accreditation Liaison Officer, who presented an overview of the College's ISER, which included the guiding principles of re-engagement, shared understanding, and resilience. They highlighted areas in Standards I – VI; improvement plans for campus services SLO assessment, institutional effectiveness committee, catalog coordination, and information technology plan and guideline revisions; and their quality focus essay (QFE). The Board of Trustees praised the report and suggested reviewing areas of the functional map that overlap, considering adding an acronym page, and encouraging work on the faculty code of ethics policy. The current ISER will return in November for the Board of Trustees consideration and approval. The final ISER is due on December 15, 2023 in preparation for the team peer review in March 2024 and focused site visit during the week of September 16, 2024.
Human Resources: The Board of Trustees approved retirements and promotions. Congratulations to Fullerton College retiree User Support Analyst Tania McKeown, effective October 20, 2023; and Fullerton College Groundskeeper Charles Sands, effective December 29, 2023. Congratulations to Edwin Teh for being promoted to Fullerton College Admissions and Records Specialist, effective October 16, 2023.
REPORTS
The Chancellor, campus Presidents, Members of the Board, and constituents shared updates on activities and events throughout the District.
Chancellor Byron D. Clift Breland thanked NOCE President Valentina Purtell and her team for co-hosting the Vision 2030 – A Call to Action: Adult Education Summit two-day event in San Diego. Dr. Breland announced that the District is hosting a summit on November 3, 2023 to lay out the Vision 2030. State Chancellor Sonya Christian and Rob Johnstone from the National Center for Inquiry and Improvement will speak at the event. The Chancellor congratulated Fullerton College President Cynthia Olivo on a successful Investiture. Dr. Breland expressed disheartenment at the violence taking place in Israel and Gaza and extended his thoughts and prayers to those impacted.
NOCE President Valentina Purtell, Cypress College President JoAnna Schilling, and Fullerton College President Cynthia Olivo commented on the following events and activities:
Cypress College Academic Senate President Kathleen McAllister, Fullerton College Academic Senate President Jeanette Rodriguez, and United Faculty President Christie Diep reported on winter intersession and a joint resolution approved by both the Cypress College and Fullerton College Academic Senates. CSEA President Pamela Spence and Adjunct Faculty United President Seija Rohkea shared their participation in the Investiture Ceremony of Fullerton College President Cynthia Olivo.
Fullerton College Student Trustee Chloe Serrano commented on her participation in the Investiture Ceremony of Fullerton College President Cynthia Olivo, as well as campus events, including Indigenous Peoples Day, Dia de Los Muertos, football team pep rally, and Mellow into Midterms events. Cypress College Student Trustee Jesus Ramirez Jr. reported on an Associated Students civic engagement event on October 11, 2023.
Board of Trustees Secretary Jeffrey Brown and Board of Trustees Members Ryan Bent, Jacqueline Rodarte, Barbara Dunsheath, and Stephen Blount congratulated Fullerton College President Cynthia Olivo on her Investiture Ceremony. Board of Trustees Member Jacqueline Rodarte commented on a recent Retirement Board meeting and Board of Trustees Member Barbara Dunsheath commented on the District's use of land acknowledgements and shared information on an upcoming State Chancellor's Office sustainability webinar.
During Public Comments, the Fullerton College Women's Golf Coach Naveen Kanal invited all to attend the Women's golf match on October 16, 2023.
