Tuesday, October 24, 2023, the North Orange County Community College District (NOCCCD) Board of Trustees met for a regularly scheduled meeting. The following are highlights from the meeting held at 5:30 p.m. in the Anaheim Campus First-floor Board Room.
BOARD ACTIONS
The NOCCCD Board of Trustees acted on agenda items, including those highlighted below.
Instructional Resources: The Board of Trustees authorized the request for Cypress College to enter into an agreement with California Community Colleges to accept the total Rising Scholars Network Juvenile Justice Campus Program Grant Agreement in the amount of $1,545,454, to be used by August 31, 2028, to expand the number of juvenile justice-involved students participating and succeeding in the community colleges. This grant agreement is just one of many initiatives aligned with the Vision for Success and Vision 2030 goals.
Instructional Resources: The Board of Trustees received as information the draft Fullerton College 2024 Institutional Self-Evaluation Report (ISER) in support of reaffirmation of accreditation. Fullerton College President Cynthia Olivo introduced members of the campus Accreditation Steering Committee who presented an overview of the college's ISER, including philosophy and goals, timeline, community engagement, notable findings, and plans for improving planning structures and processes. Click here to view the presentation. The Board of Trustees thanked the campus for its efforts preparing the report. Board Vice President Evangelina Rosales inquired about student surveys regarding mental health and sense of belonging and Board Member Barbara Dunsheath asked about the campus Mission Statement and process for Board approval. The current ISER will return in November for the Board of Trustees consideration and approval. The final ISER is due on December 15, 2023 in preparation for the team peer review in March 2024 and focused site visit during the week of September 16, 2024.
Human Resources: The Board of Trustees approved retirements and promotions. Congratulations to Henry Hua for being promoted to Fullerton College Vice President, Administrative Services, effective November 1, 2023, and Nydia Sandoval Cypress College Student Services MIS Analyst, effective November 1, 2023.
General: The Board of Trustees honored the contributions of past and present members of the Armed Forces in the state of California and in the District and adopted Resolution No. 23/24-06 to declare that the week of November 6-11, 2023 be observed as Veterans Appreciation Week.
REPORTS
The Chancellor, campus Presidents, Members of the Board, and constituents shared updates on activities and events throughout the District.
Chancellor Byron D. Clift Breland commented on the following activities and events:
The Chancellor introduced District Director, Facilities Planning and Construction, Rick Williams and DLR Group to present a Sustainability Plan progress update. Presentation highlights included plan timeline and process; guidance, resources, and engagement informing the plan; embedding resilience; and District impact areas. Members of the Board inquired about resources informing the plan, including ASHEE STARS, and participant representation in DLR Group's VALUES Workshop, Resilience Assessment, and Listening Sessions. Board Member Barbara Dunsheath emphasized the importance of viewing sustainability as a whole outside of infrastructure.
Dr. Byron D. Clift Breland invited Fullerton College President Cynthia Olivo to introduce Pepe Barton, Interim Director of Campus Communications at Fullerton College. Barton shared his background in broadcast news and journalism and K-12 education.

NOCE President Valentina Purtell, Cypress College Vice President, Student Services, Paul de Dios, and Fullerton College President Cynthia Olivo commented on the following events and activities:
District Management Association President Treisa Cassens announced the conclusion of the CBC project naming NOCCCD colleges the 49th and 50th rated teaching colleges in the state. United Faculty President Christie Diep expressed concerns with Human Resources processes, as well as congratulated Fullerton College President Cynthia Olivo for the abundant winter intersession offerings at the college. CSEA President Pamela Spence thanked veteran employees and students and commented on a members survey and next CSEA meeting on November 15, 2023.
Fullerton College Student Trustee Chloe Serrano commented on increasing relations between Associated Students and Athletics with the Athletics Task Force, announced that Director of Student Life and Leadership Naomi Abesamis is presenting in a statewide webinar forum on November 14, 2023 for Filipino American Heritage Month, and thanked Fullerton College President Cynthia Olivo for establishing the APIDA Student Center. Cypress College Student Trustee Jesus Ramirez Jr. invited all to attend the Pumpkin Bash at Cypress College on October 30, 2023 and commented on an upcoming student trustee leadership conference.
Board of Trustees Member Ryan Bent, Board Vice President Evangelina Rosales, and Board Member Barbara Dunsheath commended Fullerton College Campus Safety for their efforts during the recent campus incident. Trustee Bent thanked Fullerton College Student Trustee Chloe Serrano for bringing Associated Students and Athletics together and shared his attendance at recent campus sporting events. Board Secretary Jeffrey Brown applauded the Cypress College Nursing Program for its 100% pass rate. Trustee Dunsheath encouraged all to attend the Cypress College President Finalists Open Forum on October 26, 2023 and to submit feedback on the candidates for the Board of Trustees to review. Board Member Stephen Blount shared his attendance at recent events, including Cypress State of the City Address, OC School Boards Association of CA School Administrators Region 17 meeting, and the Cypress Mayor's Prayer Breakfast.
During Public Comments, Cypress College and Fullerton College employees made remarks on the war in the Middle East.
